**Damage Assessment and Emergency Control of
Highway Networks**

**@Using actual damage data to expressway structures in the 1995 Kobe earthquake,
fragility curves for bridges and elevated structures were constructed.
Kriging technique, a stochastic interpolation approach, was employed to
estimate the peak ground velocity at bridge locations. However, since these
empirical fragility curves cannot deal with various parameters of bridges
and input motion, analytical fragility curves based on numerical simulation
considering various input motion and structural parameters were constructed.
For the control of expressway traffic after an earthquake, a method to
estimate strong motion along expressway is proposed based on seismic monitoring
and microtremor observation..**
